I am trying to build up a portfolio with the theme of 'Tomorrow's Yesterday" with contemporary buildings shot in a documentary style since they will be history one day.
This is the Guildhall at Stafford.
The reason for the 'fuzzy' look of the upper stories is that it's covered in netting to deter pigeons !

I would be inclined to crop off a portion of the bottom of the photo up as far as the near bollard. You could of course take the photo again except this time move in closer to the building, after all the building is your main subject and theme.

I would agree with cutting out some of the foreground but if the purpose of the photo is for futre records I would consider it importent that you keep the two shops either side; it does help to put the main building in its setting.
