There's no need to wet paper before coating, but taping it down is very sensible. This stops the paper moving and allows you to keep both hands free.

Opinions differ between brushes and rods...

3 hours for an exposure? This way too long (for Pt/Pd anyway). The problem with long exposures is that they tend to dry out your coating, and then your print's contrast drops (and the tone changes)....
