Cheapest option (assuming you like the contents) is to use empty 2l fizzy drink bottles. They are compressible so you can easily fill them to the very top, squeezing the last drop of air out in the case of developers.

I've had stock ID11 in these for over a year in a dark cupboard in the past with no detectable ill affects. Due to the contents originally being fizzy and potable, the PET plastic they are made from is non-porous and the caps are air-tight.

Keep out of the reach of children of course!

I have tried decanting into 1litre flexible bags but find them too fiddly for developer - never sure how much air is left inside in nooks and crannies - and probably overkill for fixer.
