Well yes mtering technique is everything.

The thing with delta 3200 is that it is low contrast film to start with so you can push it without getting very dense highlights. i.e. you will get a soft negative in most developers and the highlights will print easily and combined with print contrast control you get useable results. But what you won't get is good shadow detail unless you have done proper testing which most people don't do. So they are fooled into thinking the film speed is higher than they are actually getting. Any shadow blocking means your film speed is too high but people don't care because the mid tones to highlights are what is most important in the vast majority of low light images.

so when anyone says they get 6400 speed or 3200 speed with delta 3200, ask them how much shadow detail and separation they get and my bet is, it will be very little unless they are using a real push developer such as microphen.
