The description 'multi-voltage' means that the PSU will accept a wide variation of input voltage, typically 95...260V. The output voltage is probably fixed. I have never seen an adjustable laptop PSU.

Designed for driving 12v halogen lamps, and provides a stabilised output. I've been using something similar for years.
