The Pentax 645N gives 16 but the earlier Pentax 645 gives only 15 as far as I know

You should get 15 exposures per roll. I would also recommend manual winding to see if the counter on the back actually goes to 15. You don't need the crank as you can simply turn the bar when the motordrive is removed. Ensure your film is correctly loaded at the start with the arrows on the backing aligned with the red dots in the film chamber. If it all works manually, it looks like the winder is faulty.

Thank you everyone, sorry I'm late replying but with my health condition I go straight to bed when I come home from work.
NJHs, thank you, yeas it was on one.
Richard Gould, thank you I will try that although I haven't got a crank handle I will look for one on eBay.
Hughes, thank you. I've yet to get an enlarger, I hoping to get one in April (wife will only allow me so much spending money a month, said something about wasting it on photography stuff - I've arranged an appointment for her with the doctor for saying strange things). I'll be honest I've locked the mirror up a couple of time and when I released it it sounded like it was taking a shot, but the number didn't move on.
MartinNL, I would have though so too.
Mike O'Pray, thank you, I was really careful to get it exactly on the dot.

You should be OK without a crank handle Mark, the film transport is fairly easy to turn on a body and back correctly loaded in good condition. Just twist the little bar round with your fingers, all the crank handle does is fit over that bar anyways and act as a lever on it.
