The process in the article on UnblinkingEye was developed by Liam Lawless. I have his article originally published in Post Factory Photography and will try to get permission to publish it here on fadu.
I have used this process albeit a long time ago but it works in controlling negative contrast.

Forgive my ignorance, but is an enlarged negative a prelude to contact printing with a UV lightsource?

Yes to the contact printing in general but NOT necessarily a UV light source. If straight contact printing to darkroom paper, a light bulb or light from an enlarger is fine.
