Looking around the web it seems that the well known photographers use real Galleries to represent them or agents who put on real exhibitions and most of them seem to be in the big urban centers, especially London. Sure the galleries probably take a large percentage but running a gallery in London isn't cheap. Business rates alone wil run into 10s of thousands pounds a year plus premises rental costs of 10s of thousands a year.
But the plus side is that the clientelle is large with money to spend and your work is available to be viewed in the flesh. Current leaders are probably http://www.beetlesandhuxley.com/ but all the other photo galleries can be considered or at least an approach with a view for potential representation. Just googling "town-name photo galleries" will throw up plenty galleries that exhibit photography. And if they have a decent website to show your work then all the better.
