The first port of call would be the Chemistry department - They would be able to advise on chemicals and may be able to assist in the safe disposal of them. Your average developer is not particularly toxic, nor is the stop bath. Used fixer should be treated to remove the silver before disposal (this is where the Chemistry Dept comes in handy).

Ventilation becomes necessary if you start to use lith developers or some of the "stinky" toners. Also essential if the room gets crowded with sweaty students

I'd suggest discussing the idea with the Student Union, find out what space is available and take it from there. Play down the health and safety aspect of the chemicals as most of them are no worse than typical household chemicals.

Edit: I see the School of The Arts claims to have a darkroom - Certainly worth talking to the technicians and tutors responsible for that department.

Hi and a very warm welcome Suzy.
I note your location is Loughborough, is the University based in Leicestershire? I only ask because I am sure that some Midlands Universities were very pro-active with "fadu" photography.
