Default Smilies and Gallery

A problem I have on another forum concerning the insertion of smilies in the gallery comments section has prompted me to ask this question:

Why is it that if smilies are available for forum posts they do not seem to be available for gallery posts?

Is it expensive/complicated to add the "smilies are on" facility to the gallery section?

This forum is an amalgamation of several different types of software so the facilities provided in one section may not be available in another.
